Digital Economic Development in Africa

As part of a special initiative of the Federal Ministry for Economic Cooperation and Development, the Gesellschaft für Internationale Zusammenarbeit (GIZ) and the Einstein Center Digital Future (ECDF) partner for the creation of a pan-African network of digital centers; physical nodes and networks that bring together innovation, technical know-how, participation, IT knowledge, research and entrepreneurship under one roof and promote the digital participation of the civil society. Moreover, the digital centers will be established to promote the Euro-African exchange on state-of-the-art digital research and to act as a discussion and exchange forum on social aspects of digital transformation.

The objectives of the accompanying research by the ECDF are embedded in the overall context of the special initiative and the development of the digital centers in Tunisia. The figures above illustrate one of the most popular Tunisian e-commerce sites (Tayara, top left) and its supply intensity by region shown in red shades (top right). Decision-supporting analyses as well as knowledge processing and measures for knowledge transfer are to be developed. Another central objective is the causal evaluation of the effectiveness of the selected projects, which GIZ and its partners will carry out to promote training and jobs during the funding period.

For the accompanying research project the following questions, amongst others, are to be addressed:

  • Which potentials and risks arise from the use of digital technologies in Africa and especially in Tunisia? What changes can be expected on the local labor market as a result? Which industries are particularly affected? How can the effects be differentiated regionally?
  • What role does trust play in electronic commerce in Tunisia compared to the Western world? What role do reputation and trust mechanisms play?
  • What role does trust (in services, platforms, other users) play in electronic commerce in Tunisia compared with other African countries such as Senegal or Côte d'Ivoire?
  • How can we describe German and European companies that create jobs in Tunisia? How can further suitable candidates of such companies be identified, approached and convinced?

At the heart of these activities stands the sustainable economic development and employment promotion for the rapidly growing young population in Africa.
